Report

------------------UPDATE-------------------

13 February 2023

We have received the following updated information concerning the fire on board vehicle carrier, AH SHIN:

* It is reported that the fire has been extinguished and a team of experts approved by the local Authorities was able to attend on board to inspect the extent of damage, although the toxic environment within the decks precluded a detailed assessment of the affected vehicles.

* A number of vehicles are reported to be heavily affected by the fire and are likely considered to be a total loss and others deformed as a result of the high temperatures. There is also likely to be smoke and soot damage to other vehicles.

* We understand that shipowners are currently seeking permission from the local authorities to allow the vessel to berth alongside the ports of Phu My or Cai Mep to enable essential temporary repairs to the vessel. Once completed it is reported that the vessel will resume the intended voyage to Singapore for discharge of vehicles there and further repairs to the vessel to be effected.

* It is evident that there will be substantial claims in respect of physical damage to many vehicles stowed on board the vessel and consequently recovery issues will arise.

* In addition, if General Average is declared, General Average security may be required from sound cargo interests prior to the delivery of the vehicles and we are likely to be able to assist in that regard.

* We have already been instructed by certain cargo interests and we may be able to offer economies of scale in respect of any third party costs which may need to be incurred to investigate the cause and extent of the damage. We therefore recommend that you contact us urgently if you are concerned with any vehicles on board this vessel so that we can immediately start taking steps to protect your interests.

------------------ORIGINAL-----------------

* We have received reports that vehicle carrier, AH SHIN, experienced a fire whilst navigating off the south coast of Vietnam on 3 February 2023.

* The fire is initially reported to have affected vehicles stowed on decks 8, 9 and 10 of the vessel.

* It is reported that the crew may have brought the fire under control using the vessel's fixed fire-fighting system. Assistance has been requested from the local Authorities but weather conditions in the region may delay other vessels attending.

* Latest reports indicate that the vessel developed a list as a result of the fire and is currently adrift in a position approximately 45 nautical miles south of Vung Tau, Vietnam.

* It is possible that General Average / Salvage and Recovery issues may arise as a result of this casualty. W K Webster is able to assist in both recovering cargo losses arising from this incident, and also in the provision of General Average and/or Salvage security, should that become necessary.

* We therefore recommend that you contact us urgently if you are concerned with any cargo on board this vessel so that we can immediately start taking steps to protect your interests.
